Madeline Baxter is a research analyst in the Office of Race and Equity Research at the Urban Institute. She supports and cultivates research on themes related to remedying and disrupting structural racism and building evidence to narrow equity gaps.

Before joining Urban, Baxter researched disparities in maternal mortality rates across Chicago neighborhoods and led an analysis of nationwide clemency procedures. She graduated cum laude from Northwestern University as one of six distinguished seniors in the class of 2022. She earned her BS with a major in learning and organizational change, an adjunct major in global health, and minors in legal studies and business institutions.
