The Federal Employees Health Benefits Program insures more than 8.2 million federal government employees and retirees. But premium payments increased this past year and are expected to jump again in 2026. John Holahan, a health policy expert and senior fellow at the Urban Institute told KFF Health News he isn’t surprised federal employees don’t switch plans more often, even if it’s in their financial interest, as the health care system can be complicated and feel daunting.
